The Administrative Staff at the Town Office deals with citizen concerns and requests for service, processes accounts receivable, accounts payable, building permit applications, records minutes of the various town meetings, keeps records of town ordinances and resolutions, etc. Our office is ready and willing to assist residents with any information they may need.  If we can’t answer your questions, we will research and return your call or email.

The Ridgely Town Manager is appointed by the Commissioners of Ridgely to serve at their pleasure.

The Town Manager performs the duties of Code and Zoning Administrator, serves as Administrative head of all departments, is responsible for the day to day operation of the town, as well as other functions and duties associated with the position of Town Manager.

The Clerk-Treasurer, Carol Balderson, is in charge of all of the accounting processes; the property, liability, and workers’ comp insurances; recording the minutes of all of the Commissioners’ meetings; keeping the records of town ordinances and resolutions; works with the Town Manager on the town budget; and processes accounts payable and general ledger. Carol is also a Notary Public. cbalderson@ridgelymd.org 

The Asst. Clerk-Treasurer, Melissa Vanskiver, processes the permit applications and records the minutes of the Planning and Zoning Commission meetings. She also is in charge of human resources for all town employees; tracking payroll and employee benefits, and is currently in charge of processing water/sewer bills. mvanskiver@ridgelymd.org

Town Receptionist, Sara Wright, is the first point of contact for residents/visitors coming into the Ridgely House. Sara answers the phones, records accounts receivables and processes bank deposits, assists with water/sewer bill processing, records the minutes for the Ridgely Economic Development Commission and the Ridgely Rails to Trails Advisory Committee, works with the Code Enforcement Officer, and assists the office staff with assorted tasks. swright@ridgelymd.org

Registering Rental Properties

1) Complete Rental Registration form.
2) For houses built prior to 1950, Contact Maryland Department of the Environment about lead paint registration (see link below).
3) Schedule and pay for town rental property inspection ($50/ unit).
4) After passing town inspection, and turning in lead paint registration if necessary, a Certificate of Occupancy is issued.
5) Property is able to be rented out.
6) Property must be inspected by the Ridgely Property Inspector every three (3) years.
